But if he be poorer than thy estimation, then he shall present himself before the priest, and the priest shall value him; according to his ability that vowed shall the priest value him.

If anyone is too poor to pay the stated amount, he is to present the person to the priest, who will then set the value for him according to what the person making the vow can afford.

If you desire to make such a vow but cannot afford to pay the prescribed amount, go to the priest and he will evaluate your ability to pay. You will then pay the amount decided by the priest.
