Howbeit every nation made gods of their own, and put them in the houses of the high places which the Samaritans had made, every nation in their cities wherein they dwelt.

But each people that Assyria had settled went ahead anyway making its own gods and setting them up in the neighborhood sex-and-religion shrines that the citizens of Samaria had left behind--a local custom-made god for each people:

Nevertheless, each national group made its own gods in the several towns where they settled, and set them up in the shrines the people of Samaria had made at the high places.

But these various groups of foreigners also continued to worship their own gods. In town after town where they lived, they placed their idols at the pagan shrines that the people of Israel had built.
