Heb.4.6

So this promise has not yet been fulfilled. Those earlier ones never did get to the place of rest because they were disobedient.

It still remains that some will enter that rest, and those who formerly had the gospel preached to them did not go in, because of their disobedience.

Since therefore it remains that some must enter it, and those to whom it was first preached did not enter because of disobedience,

So God's rest is there for people to enter. But those who formerly heard the Good News failed to enter because they disobeyed God.
